Implementing the relocation and transformation of hazardous chemicals production enterprises in urban densely populated areas is an important means to adapt to the rapid development of urbanization and reduce the safety and environmental risks in urban densely populated areas. On April 15, the Ministry of Industry and Information Technology (MIIT) proposed that the relocation and transformation of hazardous chemicals production enterprises should be carried out in 2019. Since the comprehensive start of relocation and transformation in 2018, various localities have issued relocation plans for endangered enterprises based on their own conditions, and defined the “ timetable ”. However, the analysis shows that the high pressure of funds and the limited capacity of the park are still the practical problems that perplex the relocation and transformation of endangered enterprises.

Relocation & ldquo; Countdown & rdquo;
Recently, the Ministry of Industry and Information Technology held the first meeting of the special working group on promoting the relocation and transformation of hazardous chemicals production enterprises in densely populated urban areas in 2019. Wang Jiangping, Vice Minister of Industry and Information Technology, said at the meeting that in 2019, we should firmly promote the relocation and transformation of hazardous chemicals production enterprises, focus on strengthening the coordination of key areas and key and difficult projects, and strengthen the safety and environmental protection management in the relocation and transformation work.
In 2017, the Guidelines on Promoting the Relocation and Renovation of Hazardous Chemicals Manufacturing Enterprises in Urban Population-intensive Areas issued by the General Office of the State Council clearly demanded that: & ldquo; by 2025, existing hazardous chemicals manufacturing enterprises in urban population-intensive areas that do not meet the requirements of safety and health protection distance should be on-site renovated, relocated to standard chemical parks or closed down and withdrawn. Among them, all small and medium-sized enterprises and large enterprises with major risks will start relocation transformation before the end of 2018, and complete it by the end of 2020; all other large enterprises and super-large enterprises will start relocation transformation before the end of 2020, and complete it by the end of 2025. ”
Nearly two years after the policy was issued, various regions have introduced relocation and reconstruction implementation plans based on their own conditions. Taking Jiangsu Province as an example, in January last year, Jiangsu Province issued the Implementation Plan for Promoting the Relocation and Rehabilitation of Hazardous Chemicals Manufacturing Enterprises in Urban Population-intensive Areas. By the end of December 2018, all small and medium-sized enterprises and large-scale enterprises with significant risks will start the relocation and transformation.
By the end of 2018, 1176 enterprises in need of relocation and renovation had been initially identified, of which 479 were relocated from other places, 360 were renovated in situ and 337 were closed down and withdrawn. In addition to Beijing, Shanghai, Hainan and Ningxia, 28 provinces (districts and municipalities) including Xinjiang Corps are involved.

In fact, the chemical industry has high output value and high tax revenue, which is an important source of GDP and fiscal revenue. In the first half of 2018, China's chemical industry realized a total profit of 279.9 billion yuan, compared with 216.2 billion yuan in the same period last year, an increase of 29.4% over the same period last year. But in recent years, chemical safety accidents have occurred frequently. According to the National Chemical Accident Analysis Report 2018 released in February this year, 176 chemical accidents and 223 deaths occurred in China last year.
Ye Tanglin, deputy dean of Metropolitan City Research Institute of Capital University of Economics and Trade, told Beijing Business Daily that with the acceleration of urbanization, & ldquo; chemical siege & rdquo; brought about increasingly prominent contradictions. Once a safety accident occurs in hazardous production, it will cause great harm to the surrounding residents.
In addition to safety concerns, air pollution is also a major hidden danger. Ma Jun, director of the Beijing Center for Public and Environmental Research, told Beijing Business Daily that some small and medium-sized enterprises are limited by capital, technology and other conditions, and their willingness to invest in environmental protection is relatively weak. As a result, a large number of pollutants such as wastewater and waste gas are discharged, & ldquo; chemical siege & rdquo; which poses a great threat to the urban environment.
Sun Huaping, a professor of Jiangsu University, said at the previous Seminar on “ chemical besieged city & rdquo held by the Yangtze Industrial Economic Research Institute that “ chemical besieged city & rdquo; is a product of industrialization process and should actively promote its transformation and upgrading in the era of ecological civilization. The key is the establishment of ecological compensation system. How to relocate or shut down the chemical industry zones which have made great contributions in history requires comprehensive consideration of their economic and social benefits, employment benefits and ecological benefits, and a good balance between the relocation and shutdown of the traditional heavy chemical industry and the cultivation of new industries. It is improper to do everything in one way and to follow the trend, so we should make scientific measures according to local conditions.
Constraints remain prominent
At present, it is imperative to carry out the relocation and transformation of hazardous chemicals production enterprises in densely populated urban areas, but some prominent problems in the relocation and transformation work should also be paid attention to.
Taking one of the major chemical provinces - mdash; & mdash; Shandong Province as an example, according to preliminary statistics, the total cost of relocation in Shandong Province is about 121.9 billion yuan, involving 344,000 people, and the demand for land is 4.9,000 mu, the relocation pressure is very high. Qian Huantao, director of the Shandong Economic and Credit Commission and deputy director of the Provincial Chemical Special Action Office, said earlier that the relocation work was more difficult and slow due to the lack of relevant national policies on capital, land, finance and staff placement.
In the view of Liu Dehui, deputy general manager of China Chemical Engineering Co., Ltd., there are still widespread practical problems in the construction fund gap, especially in large chemical enterprises, such as ldquo, rdquo, huge relocation projects, difficult to solve in a short time and less progress than expected.
In addition, China's chemical industry parks have some problems, such as low standardization, inadequate professional support and limited acceptance capacity. Liu Dehui said that the chemical industry park should not be a simple accumulation of production factories, but an organic whole of collaboration and cooperation.
In response to the above problems, the Ministry of Industry and Information Technology has also expressed its position that efforts should be made to incorporate the relocation and transformation of hazardous chemicals enterprises into the support scope of the state's special funds for technological transformation, and timely expand the scale of funds and increase the number of cooperative banks for guiding projects. It also guides social capital to participate in the relocation and transformation of hazardous chemicals enterprises, and explores the establishment of market-oriented relocation and transformation industry fund. Promote industrial transformation and upgrading, guide enterprises to apply advanced technology, and turn to the development of new materials and high-end chemical projects.
