The Guidance Catalogue of 2019 revises the Guidance Catalogue of Industrial Structure Adjustment (2011 edition) (amendment), which consists of three categories: encouragement, restriction and elimination.
Encouraging class
Mainly, it plays an important role in promoting economic and social development and is conducive to meeting people's needs for a better life and promoting high-quality development of technology, equipment, products and industries.
Restriction class
The main reason is that the technology is backward and does not meet the requirements of industry access and relevant regulations. It is forbidden to build new production capacity, technology, equipment and products that need to be supervised and transformed.
Elimination category
Mainly, it does not meet the relevant laws and regulations, does not have the conditions for safe production, seriously wastes resources and pollutes the environment, and needs to eliminate the backward technology, equipment and products.
If it does not belong to the categories of encouragement, restriction and elimination, and conforms to the relevant laws, regulations and policies of the State, it shall be the category of permission. Classes are not allowed to be included in the directory.
There are 20 categories of encouragement in petrochemical industry
Including: development and industrial demonstration of production technologies such as coal-based methanol to aromatics, coal-based mass utilization to produce aromatics, low-rank coal-based quality utilization, pyrolysis of low-rank coal of millions of tons, deep processing of coal tar of 500,000 tons or more; high-performance radial tires and intelligent manufacturing technology and equipment, production of aviation tires and agricultural radial tires and matching special materials and equipment, and production of new natural rubber.
